Four large urban districts have been cited as having implemented best practices which have led to significant improvement in the achievements of ELLs. The four districts: Dallas, San Francisco, New York City and St. Paul were singled out in a report published by the Council of the Great City Schools. The successful districts provided strong direction for a coordinated approach to working with ELLs by ensuring that mainstream teachers and specialists alike received professional training that enabled them to interpret data in order to improve instruction for that population.
